Sr. EHS Specialist (8/16/10)
The Santa Rosa site is the research and new product development center of excellence supporting the Coronary, Endovascular, and Structural Heart businesses, and also hosts a limited number high volume manufacturing operations. The site consists of six buildings located at 5 locations throughout Santa Rosa with approximately 850 site employees. Responsibilities also include providing EHS support to the US field/sales staff consisting of approximately 325 representatives across the U.S.

Position Responsibilities:
This position is for an Environmental, Health & Safety generalist that will act as the main point of contact for a defined set of manufacturing and R&D groups on site and remote support for the U.S. Field/Sales organization. Major areas of emphasis include Bloodborne Pathogens, Ionizing Radiation Safety, Hazard Communication, Respiratory Protection, Ergonomic Programs, Medical Emergency Response Team with AED/CPR programs, and Sustainability Programs.

Basic Qualifications:
Applicants must have 5+ years related experience in the management of Environmental Health & Safety programs, with a concrete grasp of Cal-EPA, Cal-OSHA, California Fire Code, and other applicable regulations.

The incumbent will receive general supervision from the General Manager of CMSA, the host agency through the agreement, but will be expected to interrelate effectively with General Managers and safety coordinators of the agencies in providing safety services and employee safety training.
The position will be responsible for administering, coordinating, and implementing a comprehensive safety and training program in the areas of occupational and environmental safety for each of the agencies noted above. The incumbent should have strong safety management and organization skills as well as the ability to communicate openly and effectively. Additionally, the individual hired will be expected to work independently, be a self starter, and serve as a strong advocate for safety.
The incumbent will have experience and skills to:
- Demonstrate a working knowledge of Federal, State, and local health and safety rules, regulations and related strategies.
- Conduct safety audits, inspections, and surveys to ensure compliance with occupational and environmental health and safety requirements.
- Consult with and advise agency managers and supervisors on safety policy and procedures as well as occupational and environmental safety issues.
- Develop and maintain employee training programs. Design and develop training materials.
- Develop, update, and/or manage site-specific safety programs, policies, procedures and monitor implementation.
- Establish and maintain accurate, current and complete safety and training records. Assist participating agencies with maintaining pertinent, well-organized safety files.
- Meet quarterly with the manager of each participating agency to review the status of the agency's safety programs.
- Perform other assignments and special projects as needed.
Education and Experience
- Bachelor’s degree (B.S. or B.A.) in occupational environmental health and safety, industrial hygiene, safety management, safety engineering, or in a related field from an accredited college or university.
- Candidates should possess four years of experience in a responsible charge of industrial safety programs and employee training.
- Extensive experience and knowledge in occupational and environmental health and safety may be considered for the educational requirements.
- Candidates who can demonstrate a successful history in the administration and implementation of an effective employee training program are highly desired.
- A Master’s Degree is desirable.

- Valid California Class C driver's license
- Satisfactory driving record and continue to meet CSRMA driving standards. Failure to maintain these standards may result in loss of employment.
- Incident command System (ICS), HAZWOPER and other safety program training is desirable.
Compensation: The salary range for the Safety Director is $85,260--$103,644.

Essential Duties:

- Supervise and manage staff and programs assigned to the office of the Safety Manager in compliance with all Laboratory requirements. Provide performance appraisal input to the Facilities Division Director. Department Heads, Managers and Supervisors on the safety performance of all members of management and any other division staff.
- Serve as Vice Chair for the Facilities Division Executive Safety Committee and Chair the Division Zero Accident Council (DZAC). Independently conduct, coordinate and facilitate accident, near-miss, and injury investigations for the division and participate in Lab-wide investigations based upon request by the EH&S Division and approval of the Division Director. Assess the adequacy of hazard controls through frequent inspections and monitoring of work activities. Apply expert knowledge of safety principles and understanding of assigned area's operational needs to provide recommendations for resolving complex problems and ensuring the timely closure of any assigned corrective actions.
- Manage the Facility Division's annual self assessment, including: participating in the development of objectives, training and leading assessment teams, writing and coordinating the approval of the annual assessment report, and ensuring that findings are entered into CATS and closed on schedule. Additionally, independently ensure the coordination and management of required safety documentation.
- May be called upon to lead or support Lab-wide initiatives to improve safety performance at the request of the Laboratory Director, Chief Operating Office, EH&S Director or other senior staff. All such requests will be coordinated through the Facilities Division Director.
- May participate in the Division Safety Coordinator Committee.
Required Qualifications:
- BS in Safety Engineering or a related field, 7+ years of directly relevant experience, or an equivalent combination of education and experience.
- Prior implementation of OSHA VPP or equivalent type of program.
- Demonstrated exceptional written and verbal communications skills to interact with all levels of the organization.
- Demonstrated ability to apply a thorough understanding of OSHA and DOE safety regulations and standards to the unique requirements of the Facilities Division, including the unique requirements of construction safety.
- Ability to develop, assess, and maintain technical safety programs with minimal supervision including writing procedures, auditing, inspecting, training, and program management activities.
